2025 code compliance in Pacific Palisades.

Your Pacific Palisades rebuild is reviewed under the 2025 California code package. The major codes that apply: California Building Code 2022 with 2025 emergency updates, California Residential Code 2022, Title 24 Part 6 2025 energy standards, CALGreen 2022 with 2025 updates, California Fire Code 2022, and local City of Los Angeles amendments.

What Pacific Palisades families should know.

Chapter 7A (WUI): ignition resistant materials, Class A roofing, ember resistant vents, enclosed eaves, specific window assemblies. Applies to every Pacific Palisades rebuild because the entire area is designated Very High Fire Hazard Severity Zone (VHFHSZ).

Title 24 Part 6 2025: increased envelope performance, mandatory heat pump water heating (no gas water heaters on new residential), high efficacy lighting, strict duct leakage limits, commissioning requirements on larger homes.

CALGreen 2022 with 2025 updates: 20 percent water use reduction from baseline, construction waste diversion, indoor environmental quality requirements. Tier 1 (baseline) is mandatory; Tier 2 (voluntary) available for additional certification.

California Fire Code: defensible space (4291), driveway access for fire apparatus (20 foot width minimum), fire sprinkler systems in all new single family residential per the state fire code since 2011.

City of Los Angeles local amendments: may include additional setback requirements in the hillside overlay, specific requirements for slope above 30 percent, and HOA design review for certain neighborhoods.

Published hourly rate $350. Most rebuild projects quoted as fixed fee or percent of construction cost after initial scope is clear. Insurance often reimburses the design fee as a covered claim expense.

Does my rebuild need to comply with the newest code?

Yes. Your rebuild is reviewed under the code in force at permit issuance, which is the 2022 California code package with 2025 updates. Your original home's code basis is not preserved.

What if we want to rebuild exactly as the original?

Even a like for like rebuild is held to current code. "Like for like" refers to the value and quality, not the exact original construction details. WUI, Title 24, and CALGreen apply regardless.

Is Title 24 really that much stricter now?

Yes. The 2025 update mandates heat pump water heating, higher envelope performance, mandatory commissioning on larger homes, and strict duct leakage. Typical cost impact 1 to 3 percent but performance improvement is substantial.

How do we track code changes during construction?

Permit issuance locks your code basis. Changes during construction are evaluated against the code in force at permit. This is why finishing plan check efficiently is valuable.
